[ARCHIVED] Animal Control Ordinance

Residents are asked to provide public input on the City’s animal control ordinance, Chapter 7 of the municipal code. In addition to some routine cleanup of the wording, there are some important changes proposed to the ordinance. The ordinance may be read in full online. This version reflects the original wording and shows changes that are underlined in red. Those changes include:

  • Repeal of the feral cat colony requirements and replace it with trap-neuter-release program,
  • Add specific language addressing foster care requirements,
  • Repeal the mandatory licensing program, and
  • Strengthen the mandatory microchipping program to include stronger language on updates to owner’s information to the microchip and require reporting of microchips installed by others (including, veterinarians) to the Animal Services Center of the Mesilla Valley. The process of reporting is under development.

Anyone who would like to provide input on these changes or others to the animal control ordinance may provide that input through June 30, 2019 by emailing Please be as specific as possible with the information you are providing.

Anyone with questions about this meeting may contact Jamey Rickman at, or by calling 575/541-2192.
