The Utility Customer Advisory Group (UCAG) on May 8th welcomed new member, Paul Royalty, who was appointed to the Committee by the City of Las Cruces Mayor with consent of the City Council. The UCAG is a 5-member Ad Hoc Committee tasked with being the communication focal point between customers and the Utilities Department in the rate review process for all four utilities – gas, water, wastewater, and solid waste – provided to customers by Las Cruces Utilities (LCU). So far, the Committee has reviewed water and wastewater; solid waste and gas are coming up. Paul Royalty has lived in Las Cruces for the past 15 years, and previously developed energy efficiency programs for New Mexico and Texas customers at El Paso Electric Company. Prior to that, he held a long-time sales and marketing career at Square D - one of the largest electrical equipment manufacturers in the United States. “Right now, I’m reviewing all the UCAG materials to get a firm handle on the rate review process,” said Royalty. Royalty recently received a Public Utility Regulation and Economics Certificate from New Mexico State University (NMSU). “People believe that rates come out of thin air; we’re here to review rates and then make recommendations on behalf of utility customers. It takes a lot of work to come to the numbers we all see on our utility bill.”
