District 4 - Jack Eakman
Jack is President and Principal of Dimension 3 Associates, LLC, a professional business management consulting practice headquartered in Las Cruces, N.M. Dimension 3 Associates, LLC was founded in 1999 and has served clients in nine states.
Jack received a Bachelor of Arts degree in Business Administration from the University of Mary and a Master of Public Administration from the University of North Dakota. He has engaged in post-graduate study at Duke University, Durham, North Carolina. He is a certified facilitator, trained through the Ernst and Young Corporate Education Institute.
Jack served St. Alexius Medical Center in Bismarck, North Dakota from 1969 until 1998. His roles in Administration included:

- Process Improvement
- Rural Development
- Strategic Planning
Jack was Chairman of the Board of St. Alexius Credit Union for 25 years, serving as a member of the Board of Directors for 26 years. He also served in many capacities of Credit Union chapters.
Jack was named Manager of the Year in 1995 by the Dakota West Chapter of the National Management Association. He was the first recipient of the Outstanding Alumnus Award from the University of Mary in 1987. The Greater North Dakota Association awarded Jack the Community Leadership Award in 1998 for his service to the community of Bismarck/Mandan. The Big Sky, Montana Chamber of Commerce, named Jack the “Educator of the Year” for 2005. Jack is a Fellow of the American College of Health Executives.
Jack has been recognized as a leader in the Las Cruces area for championing the need for additional behavioral health services. He has spearheaded an initiative to study the feasibility of establishing a mental health hospital to better serve the needs of the immediate area and the entirety of Southern New Mexico.
He resides in Las Cruces with his wonderful spouse, Delilah, a certified yoga instructor specializing in integrative relaxation techniques and restorative yoga.
City Charter Section 2.04 General Powers and Duties
All powers of the city shall be vested in the council, except as otherwise provided by law or this Charter, and the council shall provide for the exercise thereof and for the performance of all duties and obligations imposed on the city by law.
