Regulatory Environmental Services
The Regulatory Environmental Services (RES) Section provides regulatory and water conservation services to the Utilities Department by advising and assisting the Utilities Administrators in environmental management and regulatory compliance.
The section presently manages four major programs:
- Pollution Prevention - Works to protect the integrity of Utilities' wastewater collection system and treatment plants, and ensure the wastewater discharge permits meets all regulatory requirements.
- Regulatory Compliance - Provides professional and technical program support in accordance with federal, state, and local laws and regulations.
- Water Quality Laboratory - Collects, monitors and tests City drinking water and wastewater to ensure compliance with the Clean Water and Safe Drinking Water requirements.
- Water Conservation - Develops and implements a multi-component water conservation program.
The RES section also monitors the regulatory compliance of the remedial action of the Superfund Site located at Griggs and Walnut.

Carl N. Clark is licensed as a professional engineer in the State of New Mexico. Mr. Clark graduated from New Mexico State University in 1997 with a Bachelor of Science degree in Engineering and has worked for the City since 2003.
