City Manager Receives Favorable Review from City Council 2017
Las Cruces City Manager Stuart C. Ed completed his first year as the city’s chief executive officer on Nov. 7, 2017, and today received a favorable rating from the Las Cruces City Council. He undergoes two annual City Council reviews. Today’s review consisted solely on the terms of his employment contract. Ed’s last review, on July 24, was strictly performance-based.
Since that review, Mayor Ken Miyagishima said Ed’s performance continues to evolve. “Stuart is making tremendous headway in elevating the organization’s overall performance. At the time of his hiring, my fellow councilors and I informed Stuart of our desire to transition to a performance-based management model. Stuart immediately initiated the transition and we are well on our way to accomplishing that goal,” Miyagishima said. “He was also instrumental in council’s development of a new five-year strategic plan and new mission statement.”
In addition, Miyagishima said, “We are impressed with Stuart’s enthusiasm, and are now looking for more focus on his part. We will meet with him again in January to concentrate on key performance indicators for the public and city council to utilize.”
As a result of today’s contract review, Ed will receive a one-year contract extension, a 2% cost-of-living increase bringing his annual salary to $185,318, and a $650 per month vehicle allowance.
City Council will ratify the changes to Ed’s contract at its Jan. 2, 2018 meeting.
As city manager, Ed is the City Council’s sole employee. All other City employees report to the city manager. Currently, Ed oversees 1,434 full-time employees and an adopted fiscal year 2017-2018 budget of $381,540,000.
