The Las Cruces City Council will meet at 1 p.m. Tuesday, Feb. 18, 2020 for a regularly scheduled meeting in Council Chambers at City Hall, 700 N. Main St.

The meeting will be televised live at 1 p.m. Tuesday on CLC-TV, Comcast Cable channel 20. The meeting will also be webcast live and can be accessed through the “View Event” link here, and on the City’s Facebook page.

Two items of Old Business are on the agenda for Tuesday’s meeting. Those are:

Resolution No. 20-090: A resolution authorizing the City of Las Cruces to accept various budget adjustments for various City departments through an amendment to the City’s adopted Fiscal Year 2019-20 budget and, as applicable, the Fiscal Year 2019-20 Capital Improvement Plan (CIP).

Council Bill No. 20-008; Ordinance 2900: An ordinance approving a zone change from A-2 (Rural Agricultural District) to R-1A (Single-Family Medium Density) and R-4 (Multi-Dwelling High Density) for a property encompassing 20.48-plus acres at 755 W. Boutz Road. Submitted by Alvarez Farms, a limited liability company, property owner (19ZO0500090).

Resolutions and ordinances for City Council discussion, among New Business agenda items, include:

Resolution No. 20-102: A resolution authorizing the City of Las Cruces (City) to submit a grant application and approve a cash match commitment for the grant award for the following project: City of Las Cruces Senior Programs; Granting agency: Non-Metro Area Agency on Aging (NMAAA)-New Mexico Aging and Long-Term Services Department (NMALTSD); Grant application due date: Feb. 21, 2020; Grant request: Up to $1,800,000; Cash match required: None; Local commitment to provide services up to $700,000; and Local Program Income up to $185,000; Total request amount up to $2,685,000.

Resolution No. 20-104: A resolution approving a Community Development Block Grant agreement between the City of Las Cruces and Mesilla Valley Community of Hope (MVCH) for the Sue’s House Bathroom Improvement Project.

Resolution No. 20-105: A resolution approving a Community Development Block Grant (CDBG) agreement between the City of Las Cruces and Families and Youth Inc. (FYI) for the My Friends Place Shelter Improvement Project.

Resolution No. 20-106: A resolution to adopt the Comprehensive Plan, Elevate Las Cruces. Note: Seven additional attachments with this agenda item can be accessed here.

Council Bill No. 20-020; Ordinance No. 2912: An ordinance authorizing the issuance and sale of the City of Las Cruces, New Mexico State Shared Gross Receipts Tax Refunding Revenue Bonds, Series 2020 in an aggregate principal amount not to exceed $20,000,000 for the refunding, refinancing, paying and discharging the City’s State Shared Gross Receipts Tax Revenue Bonds, Series 2010.

Notices of Proposed Ordinances, which will be presented to the Council for a first reading include:

Council Bill No. 20-021; Ordinance No. 2913: An ordinance amending the Las Cruces Municipal Code 1997, as Amended (LCMC), Sections 2-1113 Through 2- 1116 to establish the Health; Housing; Quality of Life; and Transportation, Sustainability and Infrastructure Policy Review Committees, respectively, within Chapter 2, Article IV, Division 9, Policy Review Committees Division of the LCMC.

Council Bill No. 20-022; Ordinance No. 2914: An ordinance amending the Las Cruces Municipal Code (LCMC) 1997, as Amended, Chapter 2, Art. IV, Div. 1, Section 2-186, to revise the definition of the term, “Select Committee.”

Council Bill No. 20-023; Ordinance No. 2915: An ordinance to repeal and replace the existing Las Cruces Municipal Code (LCMC) 1997, as Amended, Chapter 27, Art. VII, Sections 27-12-7-9 and 27-12-7-9.2, with new versions to permit the use of recreational off-highway vehicles on City-owned streets pursuant to a State Law exception.
